What are the Directions and Panel Hearings?
Panel Hearing
Under the Planning and Environment Act 1987, an independent panel is appointed by the Minister for Planning to consider submissions made about the amendments to planning schemes. The Minister for planning has appointed Ms Kathryn Mitchell (Chair), Mr Bob Evans and Mr Ross Ramus, under delegation, as a Panel to consider Amendment C70.
The basic role of the Panel is to:
- Give submitters an opportunity to be heard by an independent forum and in an informal, non-judicial manner. A Panel is not a court of law. This public hearing is the Panel Hearing.
- Give independent advice to the planning authority (in this case, the Minister for Planning, and no longer the Boroondara Council) about the amendment and about submissions referred to it. The Panel may inquire into all aspects of the amendment and submissions.
The Panel Hearing for the Boroondara Planning Scheme Amendment C70 commenced Monday 10 July 2006 and concluded on 8 August. It was held at Planning Panels Victoria, level 1, 8 Nicholson Street, East Melbourne, except on 1-4 August and 8 August when it was held at the Boroondara Council Chambers, 8 Inglesby Road, Camberwell.

Directions Hearing
Prior to the public hearing, a Directions Hearing was held so that preliminary matters such as exchange of information, may be decided. The Directions Hearing was held on Tuesday 20 June 2006 at 10:00am in Room 2, Level 11, Nauru House, 80 Collins Street, Melbourne.
